Safety management

When handling hazardous substances in accordance with Annex I of the 12th BImSchV (Major Accidents Ordinance), it must be checked whether the quantity is a lower-tier establishment or an upper-tier establishment.

Installations that are newly constructed or modified and that are operating areas must be permitted in accordance with § 4 BImSchG or modified in accordance with § 16a BImSchG. This also applies to operating areas that do not require permit under the BImSchG. A notification in accordance with § 23a BImSchG or § 23b BImSchG is required here.

Among other things, a concept for the prevention of incidents and, for upper-tier establish-ments, an additional safety report must then be drawn up for the operation of the systems. Some of the approval procedures are carried out with public participation.
